BlackFlag is better. It is one big map so it feels more coherent. It has actual pirates, so the sailing is in a more fun context. Rogue adds winter settings which is fine and very pretty, but the whole sailing/pirating thing just makes more sense in the Carribbean. The atmosphere is more appropriate and way cooler.
